As part of PSD, the Benefit Operations Team drives the seamless delivery of benefits to Meta employees through proactive planning, centralized decision making, and project governance. Job Summary: We are seeking an experienced Benefits Operations Program Manager to manage and support benefits administration, including medical, dental, vision, 401(k), Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), and other employee benefit programs. This role will be responsible for ensuring smooth benefits operations, and driving process efficiencies. The ideal candidate will have a background in benefits administration, compliance, vendor management, and implementation of benefit programs.
Benefits Operations Program Manager Responsibilities
  • Administer and manage employee benefit programs, such as medical, dental, vision, 401(k), HSA, FSA, and other health and wellness benefits.
  • Support benefits enrollment processes, including annual open enrollment, new hire enrollment, and qualifying life events.
  • Partner with third-party vendors to ensure smooth benefits processing, issue resolution, and compliance.
  • Ensure compliance with federal and state regulations, including ERISA, ACA, COBRA, HIPAA, and IRS guidelines.
  • Assist employees with benefits inquiries, claims resolution, and plan education.
  • Conduct regular audits of benefits data and payroll deductions to ensure accuracy.
  • Lead or support benefit implementations and system migrations, ensuring seamless execution.
  • Support system integration efforts and ensure smooth transition and adoption of new technologies.
  • Analyze benefits utilization data and provide insights for program improvements.
  • Maintain up-to-date documentation on benefit plans, policies, and procedures.
  • Make appropriate tradeoffs to optimize time-to-release, clearly communicate goals, roles, responsibilities, and desired outcomes to internal XFN stakeholders.
  • Exercise sound and practical business judgment and able think strategically and implement practical and actionable solutions.
Minimum Qualifications
  • 8+ years of experience in benefits administration and operations.
  • Hands-on experience with HRIS and benefits platforms (Workday, ADP, WillisTowersWatson, or similar).
  • Knowledge of 401(k) plans, health benefits, and regulatory compliance.
  • Experience in benefits implementation and process improvement.
  • Problem-solving and analytical skills with attention to detail.
  • Communication and stakeholder management skills.
  • Proficiency in Microsoft Office Suite, especially Excel for data analysis.
Preferred Qualifications
  • Experience managing large-scale benefits implementations
  • Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).
  • Understanding and facilitating change in a dynamic environment - handling challenge and pushback from stakeholders
  • Effectively build relationships, collaborate with, and motivate cross-functional teams across all levels

$138,000/year to $205,000/year + bonus + equity + benefits

Individual compensation is determined by skills, qualifications, experience, and location. Compensation details listed in this posting reflect the base hourly rate, monthly rate, or annual salary only, and do not include bonus, equity or sales incentives, if applicable.
