Meta is seeking a Head of Public Policy, Japan to help us manage policy issues in Japan and engage key stakeholders to demonstrate the value of our family of apps and our innovation products such as Quest, AI and others. The successful candidate will exhibit expertise in digital policy issues and avail good knowledge of our platform. You should have strategic vision to forecast regulatory trends, to develop and implement a local strategy to respond appropriately to those trends consistent with company goals and to provide strategic advice to leadership about developments in Japan. In addition, you are committed to data-driven innovation, skilled at working cross-functionally and accomplished at engaging policy constituents. This role is full-time and will be based in our Tokyo, Japan office.
Head of Public Policy, Japan Responsibilities
  • Build and maintain strong relationships with key external stakeholders including policymakers, industry associations and civil society
  • Develop and implement appropriate strategies to shape policy developments in Japan and advise internally on local context
  • Identify policy opportunities and facilitate high-level meeting between Meta’s executives and key stakeholders including policymakers, industry associations and civil society to promote and advocate the company's objectives
  • Analyze legislative and regulatory proposals and trends on privacy, data and related technology issues
  • Conceive and implement Meta’s strategy, working closely with global, regional and cross-functional teams including policy, communications, legal, sales, partnerships and marketing
  • Collaborate with key constituents to form partnerships and organize external policy activities including campaigns, seminars, conferences and exhibitions
  • Develop innovative campaigns and solutions for a variety of policy, legislative and regulatory proposals that interest the company
Minimum Qualifications
  • 12+ years of work experience in policy, public affairs or relevant fields
  • Proven track record managing policymakers, industry groups, civil society and other stakeholders
  • Demonstrated understanding of Japanese politics, regulatory environment and influencers, with knowledge of government agency and ministry structure and functions
  • Experience presenting complex issues and opportunities to high-level officials and third party partners
  • Proven experience of finding/developing strategic solutions to complex issues and working through adaptive situations to drive impact
  • Demonstrated ability to work collaboratively and effectively in a fast-paced environment and make sound judgments under tight deadlines
  • People management experience
  • Ability to be a team player with a high degree of flexibility and willingness to work on a wide variety of policy and regulatory questions with cross-functional teams
  • Professional working proficiency in English language in both conversation and writing
  • Fluency in Japanese in both conversation and writing
  • BA/BS in law, political science, public policy, economics or equivalent
