We are searching for a Head of Risk & Compliance & AML (PCF 12,14, 52) for Facebook Payments International (‘FBPIL’) to join our second line International Legal and Compliance team, based in Dublin. This position will lead the European Risk, Compliance & AML Program for FBPIL’s international payments business, and report into the global Head of Regulatory (based in the US). This role is for an independent, team-oriented leader who can collaborate effectively with a wide variety of stakeholders and prioritize ruthlessly in a fast-moving business environment. Representing FBPIL, an Irish authorised E-Money institution, you will help create innovative scalable compliance systems and processes to harness the transactional power of Meta. You will also help FBPIL ensure that its compliance policies, internal controls, and systems help Meta in its mission to "make the world more open and connected”. For this role, we are considering candidates based in Ireland who are either remote, flex, or office-based.
Head of Risk & Compliance & AML (PCF 12,14, 52) for Facebook Payments EU Responsibilities
  • Act as the appointed Head of Risk, Compliance and Money Laundering Reporting Officer (PCF 12,14,52) for the company
  • Manage FBPIL’s relationship with the Central Bank of Ireland and other European regulators where required, internal and external auditors, banking partners, payment processors and a range of other external stakeholders
  • Lead the FBPIL Regulatory Change Management program, identifying and overseeing implementation of all relevant legislative and regulatory obligations applicable to FBPIL international payments business including the European Union (Payment Services) Regulations 2018 (PSD2), Criminal Justice (Money Laundering and Terrorist Financing) Act 2010, as amended, and all relevant Codes of Conduct including the Consumer Protection Code
  • Oversee all regulatory reporting requirements to the Central Bank of Ireland and other relevant authorities
  • Oversee and manage the governance and risk management frameworks, robust compliance policies and operational procedures in accordance with domestic and European Regulations
  • Coordinate the agenda and preparation of management information for presentation to the FBPIL Board of Directors
  • Provide technical guidance, advice and support to the business on a range of regulatory compliance matters
  • Provide strong leadership and effective management to a team of highly motivated, innovative, and impact focused individuals across operations, policy and regulatory compliance roles
  • Collaborate with various cross-functional teams and senior management to ensure that all regulatory compliance requirements are accounted for in the development of regulated payments products throughout Europe
  • Help drive continuous development and implementation of our Global Compliance Program and address the business’s ongoing regulatory requirements

  • This position is a pre-approval controlled function (PCF) and, as such, any individual filling this role must be approved by the Central Bank of Ireland (CBI). Any offer made to you in respect of this role will therefore be subject to you obtaining CBI approval.
Minimum Qualifications
  • Qualified ACA/ACCA/ACOI or similar, with 10+ years experience Proven experience and record as a Head of Compliance or similar PCF level within a CBI regulated or similar environment Ability to prioritize effectively in a fast-paced environment and work cross-functionally across multiple geographies, teams, and employees of diverse backgrounds Strong interpersonal skills, flexibility, and a collaborative, team-oriented, problem solving approach are critical Strong leadership skills and an ability to create a culture of rigour and compliance by design in a high growth oriented organisation Strong written and verbal communication skills - including the ability to communicate effectively with different stakeholders across the business Exceptional people management skills, in the details on things that matter, and capable of leading teams by example through time-sensitive and high-pressure issues, and building high-performing teams
